This is a custom build intended allow compatibility with .NET 4.6.1. It should not be used with PowerShell Core and you should only attempt to use RSA based key options.

* Fixed Route53 plugin to check for pre-imported AWS module (#324)
* Fixed telemetry ping not respecting DisableTelemetry option in `Set-PAServer`
* Telemetry ping no longer uses `Start-Job` which should avoid errors when running in Azure functions and other scenarios where PowerShell is hosted within another application.
