Release Notes

* Added unit tests for **xWebConfigKeyValue** and cleaned up style formatting.
* Added a stubs file for the WebAdministration functions so that the unit tests do not require a server to run
* Converted appveyor.yml to install Pester from PSGallery instead of from Chocolatey.
* Updated appveyor.yml to use the default image.
