LibraCyber Outlook add-in - Entra app setup for Microsoft 365

Creates, in your own tenant, the single-tenant Entra app that the LibraCyber
Outlook add-in uses to sign your users in. You run it as your administrator:
Mantra receives no permission in your tenant, and the app has no secret.

Run New-MantraOutlookAddinApp, then send the client ID and tenant ID it prints to Mantra.
